First reports are generally submitted in the heat of battle before any real analysis can take place. Therefore, they're highly subjective, based on limited information, and rarely hit the mark. So as the first reports of 'surgical strikes' on Iraqi forces come in, it's best to take those reports with a grain of salt... perhaps I am confused: a 360 degree turn brings you back to the original heading. An about face is a 180 degree manuever in the opposite direction. Is it 360, a 180 degree about face, or two About faces? or something else all together?
We are going to end up going in a "new direction" that is the same direction we were going in before, except it will be new. Hope this clarifies.
It seems pretty clear that this ISG report will be a big serving of mush, nothing dramatic and no brilliant ideas.
Of course, there may not be any brilliant ideas available.
